Shrakbek Kabylbayev Kostanay Academy under the Ministry of Internal Affairs of the Republic of Kazakhstan provides full-time education in accordance with the state obligatory standard of higher and postgraduate education in the field of training "Public Security" educational programmes in the following specializations: "Administrative and legal activities of the Department of Internal Affairs", "Criminal enforcement activities of the Department of Internal Affairs", "Pedagogy and psychology in the activities of internal affairs bodies".

A new department of cybersecurity and Information Technology has been opened at the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev.
The purpose of the department is to train highly qualified specialists in the field of digital security, cyber intelligence, computer forensics and information technology. We are training specialists who will counter Internet fraud, cyber attacks and other crimes in the digital environment.
What will learning at the department provide?

• Modern knowledge in the field of OT and cybersecurity.
• Knowledge of methods of investigation of digital crimes.
• Practical training using advanced technologies.
• The opportunity to work in the field of law enforcement and information security.

Under the educational program “Countering Cybercrime,” cadets are assigned to the following positions:

• Investigating officer in the DP and DUIS divisions.
• Inspector of the Operational Management Center
• Information security inspector

ADVANTAGES OF TRAINING:

• Enrollment and training under a state order. Comfortable dormitory accommodation, educational allowance, food and clothing allowance. The cost of travel to and from the place of permanent residence by car (other than by taxi), train or boat during the holiday period is reimbursed.
• For those who have completed a full–time course, the period of training is equated to the undergoing of military service.
• Employment of graduates with referral to service based on distribution.
• Upon completion of training, graduates are awarded a diploma in the established form with qualification "Bachelor of National Security and Military Science" and a special rank of "police lieutenant" is awarded by an order of the Minister of Internal Affairs.

ENROLLMENT PROCEDURE:

• Persons with secondary education who have reached the age of sixteen may enroll in law enforcement education organizations.
• The UNT is conducted on the basis of civilian educational institutions at the place of residence, from May 16 to July 5 of this year (dates are posted on the official website of the Unified National Testing Center)
• Applicants can independently choose two specialized subjects in any variation (except for the creative exam) according to Appendix 5 to the Rules of the UNT, approved by by Order of the Ministry of Education and Science of the Republic of Kazakhstan dated May 2, 2017 No. 204.
• To participate in the competition, you must score at least 50 points on the Unified National Test, including at least 5 points in each specialized subject and in the history of Kazakhstan. You must score at least 3 points in mathematical literacy and reading literacy.
• Documents are accepted until July 15, 2025 on the website of the Kostanay Academy (https://qpa.edu.kz /) follow the link of the "Bachelor's Degree" online recruitment to receive a referral for a medical examination and complete the necessary documents.
• Upon successful completion of the medical examination, special examination and the UNT, candidates for study are invited to the Academy to participate in the competition in accordance with the UNT certificate scores, taking into account the selection results based on medical, physical and psychophysiological indicators.

Shrakbek Kabylbayev Kostanay Academy under the Ministry of Internal Affairs of the Republic of Kazakhstan implements educational programmes for higher and postgraduate education that meet the requirements of mandatory state educational standards. Training at the Academy is conducted in the state and the Russian language.

6B12301 – "Law-enforcement activities". Upon completion of training, cadets are appointed to the following positions:

Administrative activities of internal affairs bodies:

• District Police Inspector;
• District Police Inspector for Juvenile Affairs;
• Administrative Practice Inspector;
• Migration Service Group Inspector;
• Patrol Police Service Inspector;
• Assistant District Police Inspector;
• Operational Control Center Inspector;
• Inspector for the protection of women against violence;
• Environmental Police Inspector;
• Inspector for the control of the circulation of civil arms.

Penal system:

• Probation Officer;
• Head of the Educational and Socio-Psychological Division working with prisoners;
• Criminal Intelligence Investigator of the Investigations Department;
• Criminal Intelligence Investigator of the High Security Department;
• Deputy Assistant on duty of the Head of the institution;
• Inspector of Labor Management Department for convicts;

Conditions of study at the Academy:

• Free-of-charge residence in the dormitory;

• Reimbursement of transportation expenses during the holiday period;
• Full-time study at the Academy is equivalent to military service and counts in the length of law-enforcement service;
• Upon graduation, graduates are guaranteed employment with the assignment of the officer rank of "Police Lieutenant" or "Justice Lieutenant" and the academic degree of "Bachelor".

The following categories are subject to enrollment out of competition:

• Children of employees who have died or become disabled in the line of duty and who have achieved a certain number of points;
• Persons who have completed military service in the ranks of the National Guard;
• School graduates awarded with the "Altyn Belgi" badge;
• Persons who have passed the UNT and scored over 100 points.

• No criminal record;
• Height: girls from 160 cm, boys from 170 cm;
