
Who is a participant in the mandatory social insurance system?
In accordance with the Social Code of the Republic of Kazakhstan as of April 20, 2023 No. 224-VII, the following persons are subject to mandatory social insurance:
1) Employees with other paid work (elected, appointed or approved), including those working in the representative offices of international organizations in the Republic of Kazakhstan, diplomatic missions and consular offices of foreign states accredited in the Republic of Kazakhstan.
2) Individual entrepreneurs, including heads of agricultural or farming enterprises, as well as their members who have reached the age of eighteen.
3) Persons engaged in private practice.
Subclause 4) is suspended until January 01, 2025 in accordance with Article 262 of this Code.
4) Individuals receiving income under civil contracts concluded with revenue agents in accordance with the legislation of the Republic of Kazakhstan, the subject of which is the performance of works (provision of services), including those working in representative offices of international organizations in the Republic of Kazakhstan, diplomatic missions and consular offices of foreign states accredited in the Republic of Kazakhstan (hereinafter – individuals receiving income under civil contracts).
5) It was valid until January 01, 2024 in accordance with Article 263 of this Code.
6) Individual assistants pursuant to the Code.
Persons who have reached the age specified in clause 1 of Article 207 of the Code of the Republic of Kazakhstan "Social Code of the Republic of Kazakhstan" are not subject to mandatory social insurance.
Thus, a participant in the mandatory social insurance system is a person for whom social contributions are paid and who has the right to receive social payments when cases of social risk occur.
Types of mandatory social insurance
Mandatory social insurance is divided into the following types:
- in case of loss of earning capacity;
- in case of loss of the breadwinner;
- in case of job loss;
- in case of income loss due to pregnancy and childbirth, adoption of a newborn child (children)
- in case of income loss due to child care upon reaching the age of one and a half year.
Income considered when calculating the amount of social payments
For the purpose of social payments calculation, monthly income from which social contributions were made to the State Social Insurance Fund is taken into account.
Thus, income should not exceed seven-fold minimum wage established for a corresponding fiscal year by the law on the republican budget.
Social payment from the State Social Insurance Fund in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children)
The right to social payment in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) arises from the date of maternity leave specified in the temporary incapacity certificate.
Entitled individuals
A one-time social payment in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) is assigned to working women for whom social contributions have been paid to the Fund and who are on maternity leave.

Terms of applying for payment
The terms of applying for assignment of social payments in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children), as well as for re-calculation of payments for obstructed childbirth, birth of two or more children may not exceed twelve months.
Social payment amount
The amount of social payment in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) is determined by multiplying the average monthly amount of income taken into account as an object of calculation of social contributions by the corresponding coefficient of the number of days of incapacity.
The average monthly amount of income recorded as an object of calculation of social contributions is determined by dividing the amount of income from which social contributions were made for the last 12 calendar months (regardless of whether there were breaks in social contributions during this period) preceding the month in which the right to social payment occurred by 12.
The coefficient of the number of days of incapacity is determined through dividing by thirty calendar days the number of days for which a temporary incapacity certificate is issued.
The duration of maternity leave is provided for in Article 99 of the Labor Code of the Republic of Kazakhstan.
Social payment in case of loss of income due to child care upon reaching the age of one and a half year from the State Social Insurance Fund
The right to social payment in case of loss of income due to child care upon reaching the age of one and a half year arises from the date of birth indicated in a child's birth certificate, in case of adoption of a child (children) and appointment of custody for a child left without parental care under the age of one and a half, it arises from the date of entry into force of the court decision on the adoption of a child (children) or from the date of appointment of a guardian.
Entitled individuals
A social payment in case of loss of income due to childcare upon reaching the age of one and a half year is assigned to a participant in the mandatory social insurance system who takes care of a child (children) and is entitled to receive social payments from the Fund.
However, if care for a child is carried out by several participants of the mandatory social insurance system, then social payment in case of loss of income due to child care upon reaching the age of one and a half year is assigned only to one person.

One can apply for payment using one of the following options:
- e-Government portal;
- mobile applications of second-tier banks (Kaspi, Halyk Homebank) and eGov Mobile;
- "Government for Citizens" Public Corporation;
- and also through a mobile device (an SMS is sent notifying of the right to get the payment and a citizen can provide his/her consent for the service by replying the SMS).
Social payment amount
Monthly social payments in case of loss of income due to child care upon reaching the age of one and a half year are determined through multiplying the average monthly income by the income replacement coefficient: 0.4. The average monthly amount of income recorded as an object of calculation of social contributions is determined by dividing the amount of income from which social contributions were made for the last 24 calendar months (regardless of whether there were breaks in social contributions during this period) preceding the month in which the right to social payment occurred, by 24.
Thus, the maximum amount of social payment in case of loss of income due to child care upon reaching the age of one and a half year should not exceed 40% of the seven-fold minimum wage established by the law on the republican budget, and the minimum amount of social payment should not be less than the amount of the monthly state child care payment upon reaching the age of one and a half year.
Terms of applying for payment
The term of applying for payment assignment is eighteen months from the date of accrual of right to payment.
Social payment in case of loss of a breadwinner from the State Social Insuranc
Family members who were dependent on a deceased (recognized by the court as missing or declared deceased) breadwinner – participant of the compulsory social insurance system have the right to get social payments in case of loss of the breadwinner.
The right to payment arises from the date of death.
Entitled individuals
The payment is assigned to the following family members who were dependent on a deceased (recognized by the court as missing or declared deceased):
- children, including adopted ones;
- brothers, sisters and grandchildren under the age of 18, if they do not have employable parents;
- one of the parents or spouse, or grandfather, grandmother, brother or sister, if they are engaged in caring for a dependent of the breadwinner who has not reached the age of three.
If family members who have reached the age of 18:
- study (studied) full–time in educational institutions, then payment is made prior to the date of graduation, but not after 23 years old;
- have disabilities from childhood of the first or second group, then payment is assigned for the period of disability

Social payment amount
The amount of monthly social payment in case of loss of the breadwinner is determined by multiplying the average monthly amount of income taken into account as an object of calculation of social contributions, minus 50% of the minimum wage established by the law on the republican budget on the date of the right to social payment, by the corresponding income replacement coefficients, the number of dependents and length of participation.
The average monthly amount of income recorded as an object of calculation of social contributions is determined by dividing the amount of income from which social contributions were made for the last 24 calendar months (regardless of whether there were breaks in social contributions during this period) preceding the month in which the right to social payment occurred, by 24.
Annually, the amount of social payment in case of loss of the breadwinner is increased based on the decision of the Government of the Republic of Kazakhstan.
Dependency ratio
The dependency ratio is determined depending on the number of persons who were dependent on a breadwinner - participant of the mandatory social insurance system before death, and is 0.5 for one dependent; 0.65 for two dependents; 0.8 for three dependents; 1.0 for four or more dependents.
At the same time, the income replacement ratio and the participation experience ratio are established in accordance with clause 2 of Article 240 of the Social Code of the Republic of Kazakhstan.
Social payment in case of job loss from the State Social Insurance Fund
The right to social benefits in case of job loss arises from the date of registration of a participant in the mandatory social insurance system as an unemployed person in accordance with Article 99 of the Social Code of the Republic of Kazakhstan.

One can apply for payment using one of the following options:
- e-Labour Exchange portal, if registered as an unemployed;
- e-Government portal, if there is information available about registration as an unemployed;
- "Government for Citizens" Public Corporation, if there is information available about registration as an unemployed;
- Employment Center, if registered as an unemployed;
- e-Gov Mobile app;
- and also through a mobile device (an SMS is sent notifying of the right to get the payment and a citizen can provide his/her consent for the service by replying the SMS).
Social payment amount
The amount of social payment in case of job loss is determined by multiplying the average monthly amount of income taken into account as an object of calculation for social contributions by the corresponding coefficients of income replacement and length of service.
The average monthly amount of income recorded as an object of calculation of social contributions is determined by dividing the amount of income from which social contributions were made for the last 24 calendar months (regardless of whether there were breaks in social contributions during this period) preceding the month in which the right to social payment occurred, by 24.
The income replacement ratio amounts to 0.45, and the participation experience ratio is determined in accordance with clause 3 of Article 118 of the Social Code of the Republic of Kazakhstan.
Social payments in case of job loss are assigned to a participant in the mandatory social insurance system:
for 1 month - in case when social contributions were made from 6 to 12 months;
for 2 months – in case when social contributions were made from 12 to 24 months;
for 3 months – in case when social contributions were made from 24 to 36 months;
for 4 months – in case when social contributions were made from 36 to 48 months;
for 5 months - in case when social contributions were made from 48 to 60 months;
for 6 months – in case when social contributions were made for 60 and more months.
Terms of applying for payment
The term of applying for payment assignment is twelve months from the date of accrual of right to payment.
Social payment in case of incapacity from the State Social Insurance Fund
The right to social payment in the event of loss of earning capacity arises from the date of establishment by the Medical and Social Assessment (hereinafter: MSA) the degree of loss of general working capacity of a participant in the mandatory social insurance system.
Entitled individuals
A social payment in the event of loss of earning capacity is assigned to a participant of mandatory social insurance system, regardless of whether the work has been terminated by the time of applying for assignment of a social payment or not.

One can apply for payment using one of the following options:
- e-Government portal, if there is information about the establishment of degree of loss of general working capacity at the time of applying;
- MSA branch– upon initial determination of degree of general incapacity;
- "Government for Citizens" Public Corporation, upon initial determination of degree of general incapacity at the time of applying;
- eGov Mobile app
- and also through a mobile device (an SMS is sent notifying of the right to get the payment and a citizen can provide his/her consent for the service by replying the SMS).
Social payment amount
The amount of monthly social payment in the event of loss of earning capacity is determined by multiplying the average monthly amount of income taken into account as an object of calculation of social contributions, minus 50% of the minimum wage established by the law on the republican budget on the date of the right to social payment, by the corresponding income replacement coefficients, the number of dependents and length of participation.
The average monthly amount of income recorded as an object of calculation of social contributions is determined by dividing the amount of income from which social contributions were made for the last 24 calendar months (regardless of whether there were breaks in social contributions during this period) preceding the month in which the right to social payment occurred, by 24.
At the same time, an income replacement coefficient amounts to 0.6.
The incapacity coefficient:
The incapacity coefficient corresponds to the established degree of loss of general capacity from 30 percent to 100 percent.
The participation period ratio is determined in accordance with clause 1 of Article 181 of the Social Code of the Republic of Kazakhstan.
Annually, the amount of social payment in the event of loss of earning capacity is increased based on the decision of the Government of the Republic of Kazakhstan.
Social support measures for families with children
Childbirth benefit (for employed and unemployed women)
Entitled individuals
Childbirth benefit is assigned to families.

Social payment amount
Pursuant to Article 80 of the Social Code of the Republic of Kazakhstan, the amount of childbirth benefit is as follows:
- for the first, second, third child – 38 monthly calculation indices (MCI) (in 2025: KZT 149 416);
- for a fourth or more children – 63 MCI (in 2025: KZT 247 716).
Terms of benefit payment
The childbirth benefit is a one-time payment.
The terms of applying for assignment of a childbirth benefit may not exceed 18 months from the date of a child birth.
* If two or more children are born, a childbirth benefit is assigned and paid for each child.
Childcare benefit up to the age of one year and a half (for the unemployed parents)
Entitled individuals
Persons not covered by the mandatory social security system who are caring for a child.

Social payment amount
The amount of childcare benefit is as follows:
- for the first child — 5,76 MCI (in 2025: KZT 22 649);
- for the second child — 6,81 MCI (in 2025: KZT 26 777);
- for the third child — 7,85 MCI (in 2025: KZT 30 867);
- for a fourth or more children — 8,90 MCI (in 2025: KZT 34 995).
Terms of benefit payment
The state childcare benefit is paid monthly until a child reaches the age of one year and a half.
The terms of applying for assignment of a childcare benefit may not exceed 18 months from the date of a child birth.
* If there are two or more children under the age of one and a half year, a childcare benefit is assigned and paid for each child.
The benefit assigned and paid to a mother or father, an adoptive parent (adopter), a guardian (trustee) raising a child with a disability (children with disabilities)

Terms of benefit payment
The benefit is paid monthly from the date of application submission.
Allowance for large families with four or more minor children living together, including children studying full-time in general education or vocational programmes in organizations of general secondary, technical and vocational, post-secondary, higher and/or post-graduate educational establishments, after they reach the age of eighteen before they leave the educational establishment (but not before they reach the age of twenty three)
Entitled individuals
Large families with four or more minor children or full-time students under the age of 23.

Social payment amount
Recalculated due to changes in the number of minor children or full-time students under 23 years old. It is assigned regardless of family income in the following amounts:
- 4 children - 16,03 MCI (in 2025: KZT 63 030)
- 5 children - 20,04 MCI (in 2025: KZT 78 798)
- 6 children - 24,05 MCI (in 2025: KZT 94 565)
- 7 children - 28,06 MCI (in 2025: KZT 110 332)
- eight or more children - 4 MCI (in 2025: KZT 15 728) for each child.
Terms of benefit payment
The allowance is paid monthly from the date of application submission. The day of application submission is the day of actual application submission; if submitted via the proactive service – the day when consent was granted on the assignment of allowance.
Benefit to mothers of many children awarded with "Altyn Alka", "Kumis alka" pendants or who previously received the "Mother Heroine" title , as well as awarded with the orders of "Maternal Glory" of the I and II degrees
Entitled individuals
Mothers of many children awarded with "Kumis alka" pendant (mothers, who gave birth and brought up 6 children); "Altyn Alka" pendant or who previously received the "Mother Heroine" title , as well as awarded with the orders of "Maternal Glory" of the I and II degrees (mothers, who gave birth and brought up 7 and more children).

Terms of benefit payment
The benefit is paid monthly (lifelong).
Targeted social assistance
Entitled individuals
The targeted social assistance is paid to citizens of the Republic of Kazakhstan, kandas, refugees, foreigners and stateless persons permanently residing in the Republic of Kazakhstan with an average per capita income not exceeding the poverty line established in regions, cities of republican significance, the capital, in the form of unconditional and conditional monetary assistance.
Unconditional monetary assistance is provided to:
1) single and (or) low-income individuals living alone with limited opportunities to participate in employment promotion measures due to:
- reaching retirement age;
- disability of the first or second group;
- disease because of which a temporary incapacity period of more than two months can be established.
2) low-income families, in which there are no employable persons or the only employable member takes care of:
- a child under the age of three;
- a child with a disability;
- a person with a disability of the first or second group;
- elderly people in need of care and assistance.
Conditional monetary assistance is provided to single and (or) low-income employable persons living alone, as well as low-income families with an employable member(s), including individuals who are payers of a single bundled payment in accordance with Article 774 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code), subject to his/her participation in measures to promote employment and (or), if necessary, social adaptation, except for persons (families) specified in Clause 5 of Article 120 of the Law of the Republic of Kazakhstan "On State Targeted Social Assistance".
Where to apply for the assignment of targeted social assistance
One can apply via the service "Public Services for Citizens" on the e-Gov Portal; Employment Center or Akim of township, village, rural district, if there is no Employment Center at the place of residence.
Amount of targeted social assistance
Pursuant to the subclause 1 of Article 126 of the Social Code of the Republic of Kazakhstan, the amount of targeted social assistance per person (family) is calculated by an authorized body in the form of difference between the poverty line established in the regions, cities of republican significance, the capital and the average per capita income based on each family member. In case of changes in the composition of the family and income, the amount of targeted social assistance is re-calculated.
A recipient of targeted social assistance should inform the Employment Center and in rural areas the Akim of township, village, rural district about the circumstances that may serve as a basis for changing the amount of targeted social assistance or the right to receive it within ten working days.
An additional payment in the amount of 1.5 monthly calculation index for each child aged from one to six years inclusive is paid on a monthly basis to the assigned amount under the TSA. Its amount in 2024 is KZT 5.898 (3 932* 1.5 MCI).
