In accordance with the Hague Convention, the documents issued by the competent authorities of one state and intended for use in the territory of another state must bear a special stamp (an apostille). According to Article 5 of the Convention, the apostille certifies the authenticity of the signature, the capacity in which the person signing the document has acted, and, where applicable, the authenticity of the seal or stamp affixed to the document.
The signature, seal, or stamp affixed by the competent authority on the apostille requires no further certification or legalization, and the document to which the apostille is attached may be used in any country that is a party to the Hague Convention.
In accordance with Resolution No. 545 of the Government of the Republic of Kazakhstan as of April 24, 2001, the following government agencies have been designated as the competent authorities authorized to affix an apostille:
- Ministry of Justice of the Republic of Kazakhstan;
- Ministry of Science and Higher Education of the Republic of Kazakhstan;
- Ministry of Education of the Republic of Kazakhstan;
- Ministry of Internal Affairs of the Republic of Kazakhstan;
- Ministry of Culture and Information of the Republic of Kazakhstan;
- Judicial Administration of the Republic of Kazakhstan;
- Ministry of Finance of the Republic of Kazakhstan;
- General Prosecutor's Office of the Republic of Kazakhstan;
- Ministry of Defense of the Republic of Kazakhstan
