In many cases, prospective entrepreneurs and future professionals need to obtain a permit or license to carry out their desired activities in order to start their own business.
What is a license to perform a certain type of activity?
In accordance with the Code of the Republic of Kazakhstan "On Public Health and the Healthcare System", medical activities are subject to licensing, and the types of medical activities subject to licensing are defined by the Law of the Republic of Kazakhstan "On Permits and Notifications" (hereinafter - the Law).
According to the Law, a license is a first–category permit issued by a licensor to an individual or legal entity to carry out a licensed type of activity or a subtype of a licensed type of activity associated with a high level of risk.
In simple terms, a license is a document that certifies that you are allowed and able to engage in a certain type of activity. Medicine is an area where licensing is required.
It is illegal to work without a license, and it is strongly recommended that you do not use the services of a pseudo-specialist.

Licensing of medical activities is carried out in accordance with the procedure established by the Regulation on Provision of Public Services "Issue of License for Medical Activities" (Order of the Ministry of Health of the Republic of Kazakhstan as of June 1, 2020 No. KR DSM-59/2020).
What is required to obtain a license?
The licensor for medical activities is the territorial Departments of the Medical and Pharmaceutical Control Committee under the Ministry of Health of the Republic of Kazakhstan.
The procedure for obtaining a license is the final step in being able to work legally in the medical field. Prior to this, a person must complete training in a specialty, obtain a diploma, attend certified advanced training courses, have premises that comply with sanitary regulations, i.e. meet the qualification requirements for medical activities(order of the Ministry of Health of the Republic of Kazakhstan as of October 22, 2020 No. KR DSM-148/2020), thus, it is necessary to have:
1) Premises that comply with sanitary regulations (Order of the Ministry of Health of the Republic of Kazakhstan as of August 11, 2020 No. KR DSM - 96/2020). Before obtaining a license (its appendices), it is necessary to get a sanitary and epidemiological statement.
2) Specialists:
- professional development over the last 5 (five) years in the subtypes of medical activity claimed.
3) Functioning medical and (or) special equipment, devices and instruments, appliances, furniture, inventory, vehicles and other means (if necessary) in accordance with the Standard of organization of medical care (according to the relevant area).
The facility (production site) must comply with sanitary regulations (Order of the Ministry of Health of the Republic of Kazakhstan as of August 11, 2020 No. K R DSM - 96/2020).
How to get a license
Currently, all the licenses and permits can be requested and obtained online through the Elicense.kz portal. This was made possible by converting public services to an electronic format, simplifying licensing procedures and reducing the number of documents required by integrating government information systems with the electronic licensing system.
