As of November 16, 2023, amendments to the Rules of Military Registration have come into force, according to which, in peacetime, the issuance of draft registration certificates has been abolished, and military IDs are issued only to individuals who have completed the established term of military service or service in law enforcement or special state bodies.

The issuance of military IDs is carried out through the public service “Issuance of Military IDs or Their Duplicates to Persons Liable for Military Service” upon submission of an application via the e-government portal.

The specified public service is provided to the following citizens:

- Those discharged from military service or from service in law enforcement or special state bodies who have completed the established term of military service.

- Those released from places of deprivation of liberty who previously served in the military or in law enforcement or special state bodies and who have completed the established term of military service.

- Those who arrived from other states and obtained citizenship of the Republic of Kazakhstan, from among individuals who previously completed military (alternative) service or service in law enforcement or special state bodies.

- Those reinstated in military rank who previously served in the military or in law enforcement or special state bodies; an electronic copy of the court decision on reinstatement in military rank must be attached to the application.

A military ID is also issued in the following cases:

- Loss or damage of a military ID by citizens who have completed military service or service in law enforcement or special state bodies. In this case, an electronic copy of the decision imposing an administrative penalty for intentional damage or loss of a military registration document, as provided for in Article 649 of the Code of Administrative Offenses, must be attached to the application, or a certificate from an authorized state body confirming the fact of loss or damage due to circumstances beyond the applicant’s control.

- Exchange of an old-format military ID for a new one by citizens who have completed military service or service in law enforcement or special state bodies. In this case, the original military ID (old format) must be surrendered to the State Corporation “Government for Citizens” upon receipt of the new military ID.

- Change of surname, given name, or patronymic by citizens who have completed military service or service in law enforcement or special state bodies. In this case, the original military ID being replaced must be surrendered to the State Corporation “Government for Citizens” upon receipt of the newly issued military ID.

Registration with Local Military Administration Bodies

At present, the initial military registration of young men is carried out automatically by the information system of the Ministry of Defense immediately upon reaching the age of 17, that is, without their personal participation. At the same time, information about their health status - such as registration with a dispensary (D-register), the presence of a disability, family composition, marital status, наличие children, level of education, and other data - is obtained from the information systems of state bodies. Subsequently, when the address of permanent residence registration changes, the change of the local military administration body and the status of military registration is carried out automatically by the information system.

The term “Registration of citizens with the draft station” has been replaced with “Registration of citizens with local military administration bodies.”

Draft registration certificates (pre-conscription certificates) have been abolished.
