Performance of sanitary and epidemiological examination Printable version

Sanitary and epidemiological examination is a complex of organoleptic, sanitary and hygienic, microbiological, virological, parasitological, sanitary-chemical, immunobiological, molecular genetic, toxicological, radiological, radiometric, dosimetric measurements, measurements of electromagnetic fields and physical factors, other studies and tests, as well as project examination in order to assess the conformity of projects, products, objects of business and/or other activities with regulatory legal acts in the field of sanitary and epidemiological welfare of the population.

Sanitary and epidemiological examination is carried out by government agencies and organizations of the sanitary and epidemiological service within the scope of their competence according to the decisions or instructions of officials of the sanitary and epidemiological service, customs authorities and applications of individuals or legal entities, except for sanitary and epidemiological examination of projects.

A sanitary and epidemiological examination is carried out to determine the feasibility of disposing food products stored in the Strategic National Stockpile.

Sanitary and epidemiological examination of projects is a part of the comprehensive non-departmental examination of projects (feasibility studies and design estimates) intended for the construction of new or reconstruction (expansion, technical re-equipment, modernization) and major repairs of existing facilities, comprehensive urban planning examination of urban projects.

Sanitary and epidemiological examination of construction projects for epidemiologically significant facilities, as well as urban planning projects, is carried out by experts certified in accordance with the procedure established by the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities.

Sanitary and epidemiological examination in terms of sanitary and epidemiological laboratory studies is carried out by state organizations in the field of sanitary and epidemiological welfare of the population.

Sampling of products (goods) for sanitary and epidemiological examination is carried out by the following officials in charge of state control and supervision in the field of sanitary and epidemiological welfare of the population:

  1. The Chief Public Health Officer of the Republic of Kazakhstan and (or) his/her deputy.
  2. Chief Public Health Officers of the relevant administrative-territorial units, their deputies, appointed by the Head of the government agency for the sanitary and epidemiological welfare of the population.
  3. Specialists of the government agency for the sanitary and epidemiological welfare of the population.
  4. Chief Public Health Officers and their deputies, heads and specialists of structural divisions of the Ministry of Defense of the Republic of Kazakhstan, bodies of national security and internal affairs, departments of the President's office of the Republic of Kazakhstan, engaged in activities in the field of sanitary and epidemiological welfare of the population.

The superior Chief Public Health Officer in the relevant territory has the right to suspend, cancel or revoke the adopted acts before making a decision on the application (complaint) of individuals and (or) legal entities against the actions (inactions) of lower-level officials.

The sanitary and epidemiological examination of construction projects is carried out in accordance with the following:

  1. Projects (feasibility studies and design estimates with the establishment of the size of the estimated (preliminary) sanitary protection zone) intended for the construction of epidemiologically significant facilities, by state or accredited expert organizations as part of a comprehensive non-departmental expertise.
  2. Urban development projects that are subject to approval by the Government of the Republic of Kazakhstan or local representative bodies of regions, cities of national significance and the capital.

Except for construction projects, sanitary and epidemiological examination of projects is carried out by the government agencies in the field of sanitary and epidemiological welfare of the population, structural divisions of other government agencies for the health and epidemiological welfare of the population for:

  1. Industrial and civil facilities.
  2. Draft regulatory documentation on maximum permissible emissions and maximum permissible discharges of harmful substances and physical factors into the environment, sanitary protection zones, for raw materials and products.
  3. Products subject to state control and supervision in the field of sanitary and epidemiological welfare of the population, including the approval of shelf life and storage conditions for food products.
  4. Materials on the chemical, biological, toxicological and radiological impact on the soil, the bodies of water and the air in the atmosphere.
