From May 24, 2025, it will be possible to register as being in need of housing on the orken.otbasybank.kz portal, as amendments to the Law of the Republic of Kazakhstan 'On Housing Relations' will come into effect on that date.

9) death or declaration as deceased by a court decision that has come into legal force.

1) veterans of the Great Patriotic War;

1-1) veterans who are equal in benefits to those who fought in the Great Patriotic War;

1-2) veterans of military operations on the territory of other states;

2) persons with disabilities of the first and second groups;

3) families raising children with disabilities;

4) persons suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the authorized body in the field of healthcare;

5) old-age pensioners;

6) orphans and children left without parental care, under the age of twenty-nine, who lost their parents before adulthood. When such persons are conscripted for military service, the age is extended for the duration of military service;

7) kandas;

8) people who have lost their homes as a result of environmental disasters or natural and man-made emergencies;

9) mothers of many children who have been awarded with "Altyn Alka", "Kumis Alka" pendants, or who have previously received the title of "Mother Heroine", as well as those who have been awarded the "Mother Glory" orders of the first and second degree, large families;

10) the families of those who died while performing state or public duties, while serving in the military, while preparing for or carrying out a flight into outer space, or while saving or protecting human life.;

11) single-parent families;

12) widows (widowers) with dependent children who are enrolled in general or vocational education programmes at general secondary, technical, vocational, post-secondary or higher education institutions, provided they are in full-time education and are not older than twenty-three.

Yes, children can register on their own once they reach the age of majority. At the same time, when receiving state support measures aimed at improving the living conditions of parents, these children will no longer be counted as family members.

The transfer of the electronic database will take place from June 16 to June 26, 2025. Until then, the local authority will review all previously received applications and take inventory of the lists.

If a citizen was previously registered with a local authority but could not find their name on the lists after the electronic database was transferred, they can contact the local executive body with which they were previously registered.

Possible reasons:

1) the citizen was not on the local authority's list;

2) the information on the citizen has been returned to the local authority for correction, as there are significant inconsistencies that prevent it from being transferred to the electronic database of Otbasy Bank JSC.
