How to get the service at a government agency

To switch to a licensed subsurface use regime during exploration, combined exploration and extraction (during exploration) of solid minerals:

1. ­­­An application.
2. ­­­­Copies of documents.
3. A document confirming the authority of a person acting on behalf of an applicant when submitting an application, if such a person is appointed by an applicant.
4. A report on the composition of the persons and (or) organizations that directly or indirectly control the subsurface user, as required by the Code.
5. The written consent of the subsurface user(s) to the inclusion in the exploration licence of a block that is partly located within the territory of a subsurface area used by the specified subsurface user(s) for operations for the extraction of hydrocarbons or solid minerals.

The documents shall be drawn up in the official language and in the Russian language. Copies of the documents attached to the application should be certified by a notary public. Copies of documents drawn up in a foreign language are submitted with translations into the official and Russian languages, the accuracy of which is certified by a notary public.
