Academic scholarship award as well as social support provision to students of higher and (or) post-graduate education organizations
Dear Applicants!
Acceptance of documents for participation in the competition for the award of a state educational grant will be carried out from July 13 to July 20, 2025. It will be possible to submit an application for participation in the competition through the admissions committees of higher and postgraduate education organizations, as well as online through the e-government portal.
In total, 77,084 grants have been allocated for the 2025-2026 academic year for higher education educational programs, including 2,412 grants for the education of citizens of the Republic of Kazakhstan from among rural youth moving to regions designated by the Government of the Republic of Kazakhstan.
Also, 2,500 target grants have been allocated to train young people from densely populated, western and newly created regions, including 500 grants for natives of Atyrau region and 2,000 grants for natives of Mangistau region in the following areas of training: pedagogical sciences, arts and humanities, social sciences, journalism and information, business, management and law, natural sciences, mathematics and statistics, information and communication technologies, engineering, manufacturing and construction, agriculture and bio-resources, services.
For the convenience of applicants from remote regions, virtual admissions committees will work in higher and postgraduate education organizations, which will advise via video link and help with the submission of documents for the competition. How to get the service online
- Log in on the portal and click the Request Online button.
- Fill out the application and sign it by EDS (electronic digital signature) or by SMS-password (be sure to have registration in the mobile citizens database).
- In personal account (in the History of Services section), read the notice of processing your application, which will be received within the specified time.

Electronic document confirming the benefits of the service recipient (death certificate of both or the only parent, or other documents confirming the absence of parents, confirming documents of persons equated in benefits and guarantees to the participants of the Great Patriotic War, certificates of disability, etc.).
How to get the service in a state agency (required documents ):
- Application.
- Document on education (original).
- Certificate of unified national testing (except for the citizens of the Republic of Kazakhstan who have served the prescribed period of conscription military service).
- Identity document (required for identification).
- Conclusion of the medical advisory commission.
- Death certificate or notification of the death of both or the only parent, or other documents confirming the absence of parents (court decision on deprivation or restriction of parental rights, declaring them missing, declaring them dead).
- Supporting document for persons equated in terms of benefits to the participants of the Great Patriotic War (if available).
- Confirmation document for persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan (if available).
The documents listed in subparagraphs 5), 7) and 8) shall be submitted in originals and copies, after verification of which the originals shall be returned to the applicant.
Persons who have graduated from the preparatory departments of OHPE on the basis of the state educational order with enhanced language training shall submit a transcript of graduation signed by the head of OHPE.
Persons who have educational documents of educational organizations implementing educational programs of technical and vocational, post-secondary education, confirmed qualification and have work experience in the relevant specialty of at least one year, additionally submit one of the following documents:
- Employment record book.
- Employment record (list of information about the work, work activity of the employee), signed by the employer, certified by the seal of the organization (if available).
- Archival certificate containing information about the employee's labor activity.
- Extract from the Unified Savings Pension Fund on the mandatory pension contributions transferred and information from the State Social Insurance Fund on the social contributions made.
- Employment contract with the employer's note on the date and grounds for its termination.
- Extracts from the employer's acts confirming the occurrence and termination of labor relations based on the conclusion and termination of the employment contract.
- Extracts from the statement of payroll issuance to employees.
In the application, the applicant for participation in the competition for the award of an educational grant of higher education indicates the selected group of educational programs of higher education and OHPE.
If the profile subjects match, the applicant can specify up to four groups of educational programs.
Result of the service delivery
An electronic educational grant award certificate as well as an order from the head of the higher and post-graduate education organization on the scholarship award or a grounded public service provision refusal response.
