How to get the service online:
- Sign in on the Portal and click "Request Online" button.
- Choose a foreign mission consular district of which includes your place of residence in a country of stay.
- Fill in an application and sign it using a digital signature or SMS password (it is mandatory to have registration in the Mobile Citizens Database).
- In your personal account (in "History of Obtained Services" section) familiarize with a notification on application processing status, which will be sent within the specified time.
- To get the public service delivery result (a certificate), you should contact a consular department of foreign mission of the Republic of Kazakhstan in a country of stay on the day and time specified in a notification.
The reasons why an application for public service delivery may not be registered are as follows:
- Incorrect selection of foreign mission of the Republic of Kazakhstan.
- Incorrectly filled-in fields.
- No receipt confirming payment of consular fee.
Note: Payment is made to a corporate account of a foreign mission (details are available on the website of a foreign mission of the Republic of Kazakhstan to a host country). It is necessary to attach a scan copy of receipt confirming payment of consular fee in pdf or jpeg (jpg) format.
Through the e-Government portal, the public service can be obtained when registering the birth of a child whose parents are citizens of the Republic of Kazakhstan who have a marriage certificate of the Kazakh sample.
How to get the service at a government agency (required documents):
To register the birth of a child within two months, and in the case of a stillbirth, no later than five days after the date of delivery:
- Application for state registration of the birth of a child.
- ID documents or electronic documents from the Digital Documents service of the parents or representative under a notarized power of attorney (for identification).
- A notarized power of attorney, in case if an application is submitted by a service recipient`s representative.
- If one of the parents of the child is a citizen of a foreign state, a notarized consent to the receipt of a certificate of the Kazakh sample is required.
- If one of the parents is a foreign citizen, a notarized translation of the document into the state or Russian language.
- A copy of the parents' marriage certificate (for verification).
- A medical birth certificate or a court decision establishing the fact of the child's birth, or the original of the child's birth certificate (for verification), or a copy of the child's birth certificate.
- Original copy confirming the payment of consular fee.
If the deadline for registering the birth of a child is missed, additional information is to be provided:
- A written explanation from the parents, in any form.
In case of amendments and supplements to the birth certificate in connection with establishing paternity:
- Application for amendments and supplements to the official record of the state registration of birth in connection with the establishment of paternity.
- Original copy confirming the payment of consular fee.
Documents that are issued or certified by a competent institution of a foreign state or a specially authorized person, within its competence and in the prescribed form sealed with a stamp of a foreign state are only accepted after passing the procedure of special certification (legalization or apostille) (not required for the countries participating in the Convention on Legal Aid and Legal Relations in Civil, Family and Criminal Cases signed in Minsk on January 22, 1993 and ratified by the resolution of the Supreme Council of the Republic of Kazakhstan as of March 31, 1993 and the Convention on Legal Aid and Legal Relations in Civil, Family and Criminal Cases signed in Chisinau on October 7, 2002, ratified by the Law of the Republic of Kazakhstan).
Documents issued outside the Republic of Kazakhstan in the language of a relevant foreign state are subject to translation into the state or Russian language.
