Acceptance of documents and enrollment in organizations of higher and (or) postgraduate education for training in educational programs of postgraduate education
Dear applicants!
Acceptance of documents for enrollment under the state educational order, as well as for fee-based programs, will be carried out through the e-Government Portal (hereinafter - e-Gov Portal) and through higher and postgraduate education institutions until August 25, 2025. To get the service “Acceptance of documents and enrollment in organizations of higher and/or postgraduate education for training under higher education programs,” you must log in to the e-Gov Portal.
When submitting documents online, it is possible to proactively receive the public services "Provision of dormitories to students in higher and/or postgraduate education institutions" and "Provision of free meals to certain categories of citizens, as well as to individuals under guardianship or trusteeship, and to students and pupils of higher education institutions."

Please visit the admission committees of higher and postgraduate education institutions by August 25, 2025, to submit the original documents and sign the agreement for the provision of educational services.
How to get the service online
- Sign in on the Portal and click "Request Online" button.
- Fill in an application and sign it using a digital signature or SMS password (it is mandatory to have registration in the Mobile Citizens Database).
- In your personal account (in "History of Obtained Services" section) familiarize with a notification on application processing status, which will be sent within the specified time.

Applicants may select only those groups of educational programs where the combinations of specialized subjects (for full-time study) and general professional or special disciplines (for full-time shortened study) correspond to the combinations listed in the Certificate of Unified National Testing.

How to get the service via the Portal:
- The application is submitted as an electronic document signed with the recipient’s DS.
- A 3x4 digital photo.
- Medical certificate in the 075/y form in electronic format approved by Order no. KR DSM-175/2020.
- UNT certificate.
- Electronic certificate of educational grant award (if applicable).
After receiving notification in their “personal account” on the portal that documents for enrollment in the OHPE have been accepted, the service recipient shall submit the original documents to the service provider between June 20 and August 25 of the calendar year.
How to get the service at the organizations of higher and postgraduate education (OHPE) (required documents):
- An application addressed to the head of the OHPE in any format.
- An original document certifying general secondary, technical and vocational, post-secondary, or higher education.
- An ID document or an electronic document from the Digital Documents service (for identification).
- 6 photos (3 x 4 cm).
- A medical certificate in the 075/u form, approved by the Order of the Acting Minister of Health of the Republic of Kazakhstan as of October 30, 2020, No. KR DSM-175/2020, "On Approval of Accounting Documentation Forms in the field of Healthcare, as well as Instructions for their Completion." In the event of restrictive measures, the imposition of a state of emergency, the occurrence of social, natural or man-made emergencies in a given area, a medical certificate will be issued directly to an educational organization when these measures are lifted.
- UNT certificate.
- An extract from the bulletin (for applicants to higher education programs requiring special and/or creative training, including those in the fields of "Pedagogical Sciences" and "Healthcare").
- Certificate of educational grant award (if applicable).
Service recipients with disabilities of groups I and II who are citizens of the Republic of Kazakhstan; persons with disabilities since childhood; children with disabilities; individuals granted benefits and guarantees equivalent to participants and persons with disabilities of the Great Patriotic War; persons of Kazakh nationality who are not citizens of Kazakhstan; orphans and children deprived of parental care; as well as Kazakhstani youth who lost or were left without parental care before reaching adulthood must also submit documents confirming their eligibility for preferential rights and quota.
Persons holding documents in technical and vocational or post-secondary education, who have confirmed their qualifications and possess at least one year of professional experience, must additionally submit one of the documents specified in Article 35 of the Labor Code of the Republic of Kazakhstan.
To enroll in the OHPE, citizens who have completed military service are required to submit the following documents to the OHPE admissions committee:
- An application addressed to the head of the OHPE in any format.
- An academic certificate (original).
- An identity document (for identification).
- 6 photos (3 x 4 cm).
- A medical certificate in the 075/u form approved by the Order no. KR DSM-175/2020. In the event of restrictive measures, the imposition of a state of emergency, the occurrence of social, natural or man-made emergencies in a given area, a medical certificate will be issued directly to an educational organization when these measures are lifted.
- A copy of the military ID.
- Certificate confirming completion of compulsory military service (obtained from the Civil Service Center or via the e-GOV information system).
Result of the service delivery
Issuance of a receipt confirming document submission and an enrollment order in the OHPE.
When contacting the service provider in person to get the public service delivery result, the result is issued in paper form.
When accessing the service recipient’s "personal account" via the Portal, a notification of enrollment in the educational organization is received as an electronic document signed with the authorized service provider’s digital signature.
