Decision on the origin of goods

How to get the service online

1. Log in on the Portal and click "Order Service Online" button (to get the service you need to be registered on the eokno.gov.kz website).
2. Fill in the required fields on the eokno.gov.kz website and sign a request using DS (digital signature). Track the status of application processing in your personal account on the portal "Single Window of the Republic of Kazakhstan for export-import operations".

How to get the service at "Government for Citizens" Public Corporation (required documents):

1. An application.

The application should contain information about the following:

1. Applicant (surname, name, patronymic (if it appears on the identity document) or place of residence or location).
2. Product (full commercial name, brand name (trademark), main technical and commercial characteristics (functional purpose, grade, brand, model, article, description of individual and transport packaging), code in accordance with the Commodity Nomenclature of Foreign Economic Activity, cost).
3. The materials from which the goods are made, their origin, the Harmonized Commodity Description and Coding System codes and the cost.
4. Manufacturing and technological operations used to produce goods.
5. Payment of the customs duties for making a provisional decision on the origin of goods.
6. A copy of document confirming payment of customs fee for making a provisional decision on commodity classification.

The application for a provisional decision on the origin of the goods must be accompanied by certificates of examination from chambers of commerce and industry and/or other expert organizations of the country (group of countries, customs union of countries, region or part of the country) of the manufacturer of the goods and a certificate of origin for which a provisional decision on the origin of the goods is being made.

The application for a provisional decision on the origin of the goods may be accompanied by other documents confirming the information contained therein: test reports, expert opinions of expert organizations containing the results of the examination of the goods, documents confirming the transaction involving the movement of the goods across the customs border of the Eurasian Economic Union, calculation of the cost of the manufactured goods, commercial invoices, accounting documents, a detailed description of the technological process of manufacture of the goods, and other documents indicating that the goods have been on the territory of the country (group of countries, customs union of countries, region or part of the country) of origin of the goods, photographs, drawings, sketches, product passports and other documents necessary for making a provisional decision on the origin of the goods.

Samples and/or specimens of the goods may also be attached to the application for making a provisional decision on the origin of the goods.

The service provider has the right to request the translation of information contained in the documents attached to an application for a provisional decision on commodity classification drawn up in a language other than Kazakh or Russian.

If the information provided by the service recipient is not sufficient to make a provisional decision on the origin of the goods, the state revenue authority will send a request for additional information to the applicant no later than 10 working days from the date of receipt by the state revenue authority of an application for a provisional decision on the origin of the goods.

Additional information should be provided no later than 60 calendar days from the date the state revenue authority sends a request to a service recipient on the need to provide additional information

To get a duplicate:

1. An application in no particular form.

The duplicate provisional decision on origin of goods reflects all the information contained in the original copy of provisional decision, including the registration number and date of provisional decision on origin of goods and is marked as "Duplicate".
