According to the Social Code of the Republic of Kazakhstan, a state allowance for a person providing care to an individual with a disability of the first group (hereinafter - allowance for a person providing care) is granted to citizens of the Republic of Kazakhstan, kandas, and also to foreigners permanently residing in the Republic of Kazakhstan, provided their right to receive the allowance is stipulated by an international agreement ratified by the Republic of Kazakhstan.

The allowance for a person providing care is granted to the person directly providing care to an individual with a disability of the first group, regardless of any family relationship between them.

If a family includes two or more individuals with a disability of the first group, the allowance for a person providing care is assigned and paid for each of them.

In the correctional system facilities, a convicted person may provide care for only one individual with a disability of the first group.

If care for an individual with a disability of the first group is provided by multiple persons, the care allowance is assigned and paid to only one of them.

Only one convicted person may provide care for an individual with a disability of the first group who is held in a correctional system facility.

An individual with a disability of the first group and the caregiver must reside in the same locality.

Convicted individuals with a disability of the first group who require care, and convicted individuals providing such care, must be held in the same correctional system facility.

The care allowance is paid monthly from the state budget in the amount of 1.61 times the subsistence minimum.

The allowance for a person providing care is paid taking into account changes in the amount of the subsistence minimum established by the Law on the Republican Budget for the corresponding fiscal year.

By Order No. 215 of the Deputy Prime Minister – Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan as of June 9, 2023, the Rules for the appointment and payment of the state allowance granted and paid to a mother or father, adoptive parent, guardian or custodian raising a child (children) with disabilities, as well as the state allowance for persons providing care to individuals with a disability of the first group (hereinafter - Rules), were approved.

When a first group disability is established for the first time, the applicant shall apply for the appointment of the allowance for a person providing care to the local medical and social assessment office at their place of residence and submit an application in the form set out in Appendix 1 to the Rules.

When a disability is established, at the service recipient’s discretion, the public service “Appointment of an allowance for a person providing care” is delivered based on the “single application” principle.

Submission of an application for the appointment of an allowance for a person providing care is not required if the allowance is assigned through the proactive service, in accordance with the Law “On Public Services”.
 

The allowance for a person providing care is assigned from the date of application by the person with a disability or their legal representative for the entire period of the established disability of the first group. In cases where the person with a disability of the first group is in a correctional system facility, the allowance is granted until the end of the criminal sentence.

The date of application is considered the day the application is submitted.

In the event of a change in the caregiver, the allowance is paid up to the day of the change.

To apply for the allowance for a person providing care, the applicant shall contact the territorial divisions of the Committee for Regulation and Control in the Field of Social Protection of the Population under the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan, either through a branch of the "Government for Citizens" State Corporation or via the e-Government portal, by submitting an application along with the following documents:

1) An ID document (for identification);

2) a document confirming the establishment of guardianship (trusteeship) over a person with a disability of the first group (in case of establishing guardianship (trusteeship) over a person with a disability of the first group);

3) certificate of disability.

For residents of Baikonur: a certificate from the Department for accounting and registration of citizens of the housing sector of Baikonur;

4) information on the presence of a person with a disability of the first group in the correctional system facility is checked by an ID document in the information system "Central Automated Database" of the Penal Enforcement System Committee under the Ministry of Internal Affairs of the Republic of Kazakhstan.

for a person identified as caregiver for a person with a disability of the first group:

1) An ID document (for identification).

In case if individuals having kandas status apply for the assignment of allowance to a caregiver, they should provide a kandas certificate (for identification);

2) a document confirming information about a bank account number set up at an authorized organization for the issuance of benefits (for identification);

3) information on the legal capacity of a person identified as caregiver for a person with a disability of the first group is checked based on an ID document in the information system "State Database of Individuals" of the Ministry of Justice of the Republic of Kazakhstan.

For residents of Baikonur: a certificate from the Department for accounting and registration of citizens of the housing sector of Baikonur;

4) information on the presence of a person identified as a caregiver in the correctional system facility is checked by an ID document in the information system "Central Automated Database" of the Penal Enforcement System Committee under the Ministry of Internal Affairs of the Republic of Kazakhstan.

To apply for an allowance to a caregiver, it is not necessary to submit a document confirming the establishment of guardianship over a person with a disability of the first group, as well as a certificate of disability of a person with a disability of the first group, information on the absence of registration at a mental health center, information on the location of a person with a disability of the first group and a person identified as caregiver in a correctional system facility, information about a bank account number as information contained in these documents is verified in accordance with requests to the information systems of government agencies and (or) organizations in accordance with Appendix 5 to the Rules.

via the Portal:

an application for the appointment of the allowance for a person providing care shall be submitted via the e-Government portal in the form of an electronic document, certified by the applicant's digital signature, in accordance with the format specified in Appendix 7 to the Rules.

via the proactive service:

to assign the benefit: a service recipient's consent to get a proactive service, as well as confirmation or provision of a bank account number via a service recipient's mobile device.

  • Information confirming the identity and residential registration of the applicant and the person designated as the caregiver (to verify co-residence within the same city and/or district, or placement in the same correctional facility for the caregiver and the person with a first-degree disability) is obtained from the relevant state information systems in accordance with the requests made to the information systems of government agencies and/or organizations.
