Protection of the Republic of Kazakhstan is a sacred duty and obligation of each citizen. Military service is a special type of state service of military personnel in the Armed Forces aimed at ensuring military security related to the armed protection of sovereignty, territorial integrity and inviolability of the borders of the Republic of Kazakhstan.

Status of a military serviceman

The status of a military serviceman includes the general rights, freedoms and duties of a serviceman as a citizen of the Republic of Kazakhstan with exceptions and restrictions established by law, as well as his/her rights, duties and responsibilities due to the specifics of military service.

Withdrawals and limitations of rights and freedoms, special duties and responsibilities of military personnel are compensated by additional rights and benefits established by the Law of the Republic of Kazakhstan "On Military Service and Status of Military Personnel".

The status of a military serviceman is assigned to the following citizens:

  • conscripted for military service (reservist training) – from the date of issuance of order by a relevant authority on departure from a local military administration body to the place of military service (reservist training);
  • citizens who entered military service under a contract – from the date of publication of order by a commander (chief) of a military unit (institution) on enrollment into the lists of military unit personnel;
  • citizens entering military or specialized educational institutions implementing programs of technical and vocational, post-secondary, and higher education, provided they were not previously military personnel, – for military or specialized educational institutions, from the date of issuance of the order by the head of the military or specialized educational institution on their enrollment in the student roster, except for ulans; and, in the case of admission to a foreign military educational institution, from the date of issuance of the order by the head of the authorized body regarding their assignment for study;
  • ulans who have completed the second year of training in military educational institutions implementing educational programs of technical and vocational education on the basis of basic secondary education – from the date of publication of order by a head of a military educational institution on continuing education, transfer to the third year and appointment to a military position of a non-permanent cadet.

A citizen loses the status of a military serviceman from the day of exclusion from the lists of a military unit in connection with dismissal from military service (the end of military training).

Training of citizens for military service

Training of citizens for military service is a set of mandatory measures carried out by government agencies with citizens of pre–conscription and conscription ages as well as citizens subject to conscription in order to teach them the military service basics in order to prepare and re-train in military-technical and other military specialties for military service.

Training of citizens for military service includes:

1) Military training in educational organizations, which includes:

  • pre-conscription training under supplementary education programs;
  • advanced pre-conscription training under specialized general education programs;
  • basic military training;
  • military training under reserve officer and reserve sergeant programs.

2) Military training in military-technical and other specialties at specialized institutions of the Ministry of Defense of the Republic of Kazakhstan.

3) Course-based training for conscripts.

Compulsory military training of citizens

In order to attract the population to civil defense activities and prepare a relevant contingent for recruitment to the Armed Forces during wartime, compulsory military training is conducted for:

  • men aged from sixteen to sixty years inclusive;
  • women who do not have children or have children over the age of ten aged from eighteen to forty-five years inclusive.

Compulsory military training of citizens is carried out by local military administration bodies at the place of work, study and residence of citizens.

Military registration

Conscripts and servicemen are subject to military registration, with the exception of:

  • women who do not have a military accounting specialty;
  • persons discharged from military service, retired, or removed from military registration upon reaching the maximum age for reserve service, or deemed unfit for military service and subsequently removed from military registration;
  • persons serving a sentence;
  • persons permanently residing outside the Republic of Kazakhstan;
  • employees, as well as cadets and students of military and specialized educational institutions of law-enforcement and special government agencies of the Republic of Kazakhstan, and civil protection authorities.

Military service content

Military service includes:

  • conscription military service;
  • military service under contract.

Conscription military service includes:

  • urgent military service of soldiers (sailors);
  • military service of reserve officers;
  • military service during mobilization, martial law, during wartime and during military training.

Military service under the contract includes:

  • military service of personnel undergoing military service under contract in the positions of soldiers (sailors), sergeants (foremen) and officers;
  • military service and training of cadets and students of military educational institutions.

Conscription of citizens for military service

Conscription of citizens for military service is a set of measures carried out by government agencies aimed at recruiting personnel of the Armed Forces on the basis of military duty.

Conscription of citizens for military service includes:

  • conscription of citizens for military service;
  • conscription of reserve officers for military service;
  • conscription for military training;
  • conscription under mobilization/ martial law and in wartime.

Duties of citizens subject to conscription for military service

Citizens subject to conscription are required to appear upon the summons of the local military authority on the specified date and time (for medical examination or assessment, evaluation, a meeting of the conscription commission, or for dispatch to a military unit (institution) to perform military service, as well as for determination of assignment for military service).

The summons is carried out by sending a notice via text message to the mobile phone number and/or to the user’s account on the e-Gov portal at least three calendar days prior to the date of appearance.

If information about the mobile phone number is unavailable, including one registered on the e-Gov portal, the summons on paper is delivered in person or sent by mail to the address of permanent residence, temporary residence (stay), or place of employment. The summons is delivered personally to the citizen subject to conscription against signature by authorized officials of the local military authorities, the head of the organization, or a postal courier.

If a citizen subject to conscription refuses to accept the paper summons, the person delivering it makes the appropriate note on the summons, which is then returned to the local military authority. A citizen who has refused to accept the summons is considered duly notified.

If necessary, the paper summons is delivered to the citizen subject to conscription at the local military authority, with the date of appearance set no later than the following day.

A citizen subject to conscription is considered duly notified in the following cases of receiving a summons:

1) via the mobile phone number personally provided by the citizen to the local military authority or registered in the citizen’s name, upon receipt of a delivery confirmation report;
2) to the user’s account on the e-Gov portal, with a short text message sent to the mobile phone number registered on the portal;

3) at the address of registered residence, temporary residence (stay), or place of employment, as well as upon receiving the summons at the local military authority.

A citizen subject to conscription is not considered duly notified if they do not read the text message sent to their user account on the e-Gov portal and/or to their mobile phone number, including in cases where the mobile number has been changed.

A citizen subject to conscription must notify the local military authority that issued the summons of any valid reasons preventing them from appearing at the appointed time.

Valid reasons for the failure of a duly notified citizen subject to conscription to appear are recognized as:

1) an illness that prevents the individual from appearing;
2) the death of close relatives or a spouse;
3) natural disasters or other circumstances that prevent the individual from appearing at the appointed time;
4) state registration of marriage (matrimony);

5) being outside the territory of the Republic of Kazakhstan.

If a citizen subject to conscription fails to appear upon the summons of the local military authority, responsibility for ensuring his attendance is assigned to the relevant internal affairs body.
